I use Broadvox Direct voip phone service (http://www.broadvoxdirect.net/)
It’s a US based service provider and give Canadian virtual numbers. The features are same as any other voip phone service. Unlimited package is ~$32 US including 1 virtual number and taxes.
To have the service on during power outages use a battery back up, any UPS above 300VA is good for hours. Internet connections are pretty stable and I am using this service for 4 years now without any problem. A backup cell phone is always recommended.
Most of the PSTN providers use voip to terminate calls only difference is that their box is outside the subscriber's house.
