What happens if Indian passport has expired a month ago, but the person is still in Canada on PR.... and has citizen ship application in processing.

As long as you have not been granted Citizenship, you should be eligible to apply for an Indian pp.
On a side note: unless you want to travel or need the Indian pp for some specific reason, you might just wait for the citizenship to come thru and get a Canadian pp.
