Sponsership Issue

Dear Expert,
My question is in regards to sponsoring spouse from Pakistan. Here are some details:

1)My brother is of age 30 and has Pakistani passport.
2)His wife has a Canadian Passport, even though she has never been to
Canada.
3)They have been married 2 years.
4)They both live and work in Pakistan.

Can she sponsor my brother to get Canadian citizenship, while staying in Pakistan? What will be the process and how long does it take?

Any information will be greatly appreciated!

All her family members are Canadian Citizen. Maybe she been there when she was a kid. I don't have details...
