Well, every province has the right to nominate individuals to stay in their province permanantly as citizens of Canada. You apply under the nominee program of the province you are living in ( as oppose to a skilled worker which is a national application) and they evaluate if you are a suitable immigrant for that province. If they are convinced then they apply for citizenship at the national government. It is a WHOLE lot quicker than Skilled Worker application, but various factors are considered like a job offer, how long were you staying in that province ( if you are applying form within), if you have any relatives in that province, were you educated at an institution in that province etc. basically, every province may have different set of needs.
