Max Canada allows is $750 translating into approx 29,000 INR, nothing on top. If you get caught they put duty on everything. My personal experience also, once I was selected for detail screening. Canada customs charged me duty on all my clothes to find out if I exceeded $500. The limit was $500 at thta time.
So I would say India is goog in duty. Frankly last year I had laptops, camera, microwave and I declared all of them and customs did not bother at all. Since 5 years every year I go pretty much same story. So stay cool and go.

You should be able to do a transfer of residence if you've been outside India for more than 2 years. This excludes items like cameras (not sure what else) from the dutiable list.
Not sure if the rules have changed - I did this around 4 years back.

I was never asked for any proof that I intended to stay in India. They didn't ask to look at my ticket or anything of that sort.
