It is unfortunate ... but I dont think Mumbai is that unsafe.
"Crowded Place" does not feature in Plan ... if I were to go with my Female Friend on New Year's Eve.

While this incident is truly unfortunate and needs to be condemned, but there are some unwritten rules (smart behaviour code of conduct) to move around safely in Mumbai or for that matter in any metropolis city of the world - like staying away from dark and lonely alleys, keeping safe distance from strangers, not being flashy and attracting attention (especially at night), moving around in non-familiar neighbourhood at night, displaying your 'wares' (including expensive ornaments) 'very obviously' etc..etc..
Mumbai is safe only as long as you are in control of yourself and know how to move around wisely. Remember, even cops are not for 'your' safety in India.

I read the news in NDTV and it is not a stray incident. It happens all the time in all parts of India, if you are a female and surrounded by many guys (drunken or otherwise).
In Chennai, this frequently happens in crowded buses in broad daylight with the buses jam packed. Many Chennai females know and accept that travelling at peak time will be accompanied by inappropriate touching by males. In stray incidents, Disguised female cops nab such people but this happens only once in a blue moon.
I remember that when I was in University and we had an Interstate festival, a student girl and some males were standing outside a locked room waiting for it to open. As time went by many male students joined the waiting and at some point of time, they started touching the girs in appropriately.
As Hiren has stated, only logical thinking by the females can prevent such things from happening.
