Remember that professional associations and credential evaluation services are usually provincially run and credentials evaluated in one province may not automatically be accepted in another.

Skills Connect Program
BC SKILLS CONNECT: BUILDING CAREERS, BUILDING FUTURES
Many B.C. immigrants possess skills in occupations where there are labour shortages, but face challenges in navigating a complex labour market, overcoming languages barriers, getting their credentials recognized and establishing employment networks.
Through BC Skills Connect, it is expected that over 5,000 immigrants will be employed in the next three years in areas related to thier skills and qualifications. The program focuses on connecting new Canadians who have professional backgrounds in the construction, transportation, energy, and tourism/hospitality industries with employers in their field.
WHAT DOES BC SKILLS CONNECT DO?
This 12-16 week program connects you to industry employers and provides valuable employment services including:
Specialized Career Assessment and Planning
a) Professional counselors help assess your skills and background, including the best work and/or training opportunities related to your field.
Pre-Employment Skills Enhancement
This Includes:
a) Workshops on job search tools and strategies; and
b) Assistance in developing industry targeted, professional resumes and cover letters.
Industry Specific Language Training
This includes:
a) Workplace language upgrading and orientation
b) Access to schools and training and
c) English Language upgrading to Canadian Benchmark level 7
Workplace Orientation and Practicum's
This includes, but not limited to:
a) Workplace orientation and practicum placements; and
b) On-the-job learning with opportunities to demonstrate your skills and abilities.
ARE YOU ELIGIBLE?
You decide. Are you:
a) A skilled professional or trades person with work experience in the construction, transportation, energy, tourism or hospitality industries?
b) An immigrant who has lived in Canada for less that five years?
c) Unemployed or underemployed; working part-time or full-time? and
d) Willing to invest in your future.
If you answer 'yes' to these questions, then you may be eligible to attend our program and begin a rewarding professional career in Canada.
This is a Fee-for Service program

I am happy to lean that an opportuity has come to you to speak in a forum of such magnitude.
I am sure you would put forward your experience and inputs from our long time association as CD members.
I would like you to surely cover the aspect of recognizing foreign credentials and skills not only by the Govt Sector but largely by the private sector,as you would agree majority of the new immigrants get employed by the private sector.
A uniform benchmark of qualification and skills for each occupation category could be something you could elaborate upon.

Interceptor has commented that chunk of the money is taken away by the recruiting agencies I agree with him, but at the same time people are getting employment.
Instead of eliminating the agencies there could be another possibility that they can help prospective employers in getting the right people by doing the full recruitment process and charge one time fee from employer and a small fee from employee like in India we have ABC consultants, A.F ferguson in the same way they can do it here.
Well I am not sure if it will be possible to remove agencies totally from the scene ....
I have another idea ...
Agency should tell the employee how much they are getting from the Employer .
and probably Employer should also know what an employee is getting
I think if the employee knows how much the agency is keeping it will be ok ...
as I know some agencies kept even more than 50% of the hourly rate ...
Obviously when the employee came to know she was really frustrated and angry .
also some large companies have guidelines that agency can keep between certain amount or percentage .

This is what most of the new immigrants face these days.
If you can highlight this area in your presentation so that they can ammend the law and restrict this kind of exploitations.
