-AFAIK it is taking around 5 years from CHC,India to grant PR. Dont know about future
-make your mind and file your application it can take more than 5 years to apply
-for Federal application you hve to mention where you will be going but i guess there is no effect on time lines
-For provincial application you need get job offer letter from Alberta or that provience then you can apply for PNP(Province Nominee program)
-Don't wast your time and money behind Consultant

-Many consultants will mis guide you
-They dont do anything exept fill out form that you can do it bcz ur Eng.
-It is good to ask help and advice but once you ask for help its up toyou to find way....

As I written earlier, you can complete forms & other things ur self.
Also don't waste time & money in Consultant.
About place to come. As of now Alberta is better for u as Inst Engg.
But things are changing so fast in Alberta, bo one know waht will
be sitaution after 2-3 years or say after 4-5 years.
So keep options open for other Province like Saskatoon

As I suggested before in a earlier posting, kindly have your engineering degree assesed by APEGGA here in Edmonton first. You need a licence to practice engineering or to be designated as an engineer. However it is not mandatory, it will be good for you. You need to put in the name of province /city where you intend to land.CIC will not automatically put any name for you. Kindly reserach a little on alberta since the immigration officer will ask you for settlement plan and funds.Get your ducks in a row first.
When I applied for PR during the mid nineties, there was no internet for further research, hence no possibility of networking with others who had moved to Canada.
The only way out (for quick immigration) was to file from Canadian Consulates which had quicker processing times. I don't know if CIC follows the same guidelines(filing from consulate different from the country of your residence) anymore.
If you can get PR quicker from a country like Singapore, then it may be worthwhile filing from that place. I can't say if you would need an immigration consultant for filing from elsewhere. That's your call.
But all consultants suck. Once they get money from you,
1) They will always give you vague answers or worse, no answers.
2) They will follow-up your case only after constant plodding from you.
3) The may even fold up and abandon you.
4) They will ask you for "incidental" expenses which was supposed to have been covered in their fee.
5) Zero post-landing services
