If you can get PR quicker from a country like Singapore, then it may be worthwhile filing from that place. I can't say if you would need an immigration consultant for filing from elsewhere. That's your call.
CHCs in all countries have started frowning upon applications submitted from outside their jurisdiction.
Applicants from India have filed from places like Singapore, Jamaica, Sao Paolo, etc.
