There's at least 5-6 options to check your status without receiving the acknowledgement letter. One of these options is using your Client ID(which happens to be on your PR card). You can also use your PR card number. You don't need your acknowledgement letter to look up your status.

I thought we were talking about processing applications for citizenship. I am aware of the delays in processing PR apps from India and frankly don't care about those delays at this point.
I am aware of the immigration policy in the US regarding quotas per country. Am not aware of Canada implementing any such measures for processing citizenship apps or for that matter even for granting PR. If they did feel like implementing such a policy(or as your comment suggests, they already do), perhaps granting of PR status would be a more appropriate avenue.
