My brother's aim is to get PR in Canada. He has just finished Bachelor of Engg.
He was told from indian immigration agent that he need 2yr expereince to apply for PR file to reach to 67 points.
So decides to come on student visa thinking that he will put PR file from canada so that his file opens early. My questions are:
1. Can he put PR file while on student status ?
2. Is he right that his file will open early than others?

thats true that if he applies from here (buffalo) expected time of PR is 18-24 months. yes he can apply for PR from here when on student visa
but for this you need to make sure he has all 67 points. if he just finished his B.E & has no experience. I doubt he has all 67 points. Your consultant is right , he should atleast have 1-2 yrs work experience. he gets some points (5) for he being ur blood relative.
the other aspect to this is that he shows that he worked part time during his (B.E- all 4 yrs) . 4 yrs of part time will count as 2 yrs of full time experience. but make sure you submit this information while applying for his student visa & same docs when applying for his PR. Hope this helps

A far better situation would be,
your brother do the job for 1 year in his field and show 2 yr. part time work while study.
So that he could put his file on the first day he arrives in canada and manage with 24 months study and part time work.
Don't you think so?
