First of all did you apply for a card?
Do you have copies of submission and the copy of the payment in dollars?
Do you know the date of application?
Do you know the address where it was to be sent?
If you have all of this information then, ask them to resend the same to your new address after landing here and settling down. Make sure it is an address where you will stay for a long period, or at a place where some one will forward it to you.

After you land please call this center : Ask for the copies of the previous letters from them to you. In that letter you will know all of the details that you need.

They say it will take 74 days here.

If they say that they did send it to you and you know it is lost, then ask for this form and use it. You have to swear that you did not receive it. Also get it notarised. http://www.cic.gc.ca/english/information/applications/prcard-lost.asp

You can down load the same from anywhere and fill it and have it ready for submission after settling down here.

For a second application for the card, you may have to pay for it once more.
