I worked in Riyadh from 1998-2000.
Dogs are banned in Islamic culture b'cos when the prophet was fleeing a dog barked at him.
Having said that , there were a ton of stray dogs roaming in Riyadh esp. in the outskirts where there was no strict enforcement. Whenever I work late night in my office, I always have to come outside the office with an Aluminum bar while I walked to the nearest bus station / Taxi stand (3 kms). Philipino's often killed dogs (and cats) and ate it.
The reason for the dogs was that it was brought in by some egyptians (by concealing in suitcase- atleast that was what I was told). It multiplied and some of the puppies were chased out into the open and became stray dogs.
I actually welcome such a ban. The world will be a better place to live without these dogs

Wrong - the world would be a better place if we had fewer humans. Dogs arent the problem.
Dogs arent making these stupid fear based rules and following religions like sheep.
edited to add: no offense to sheep. They arent the problem either.

They cover themselves up, impose such ridiculous bans and yet find ways to have a dozen kids. They certainly must be following a well oiled regimen
If those guys did not have oil, you think this world would have given a damn? They could have jihad-ed themselves out of this planet and no one would have blinked.
