Hello,
My parents got USA Greencard thorough family file.They are going back India with re-entry permit Now I want to sponsor them for Canada from USA just to make file faster from Buffelo. My question is,
They are not living at USA, Can I sponser them from USA ? What kind of proof will need to put in the file?

If they are not there in the USA and have NO Permanent address, then it becomes difficult for the Canadian Immigration people to contact them over the phone or through the mailing system and also process the papers and follow the procedures in the North American Continent.
If their next project is to stay there in the United States and acquire the US Citizenship, then they will have to reside there and also have a Permanent Address too. That is implied, if they stay there.
Then the process becomes simplified for you to to apply from the US and locally through Buffalo.
Their having a Green Card will not deter them from obtaining the Canadian PR. So, quote that they are Green Card Holders in the application, and provide details with photocopies. Quote if they have properties, investments and savings, and also other specifics, such as Driver's License, SSN No., Health Card, membership in social organization etc., in the covering letter.
If they do not live there currently, then make arrangements with friends and relatives to provide them with mail support and an address to facilitate to do the updation of all of the valid documentation.

yes they do have mailing address as my aunt lives there. They do not have any banking account , only they can provide GC, Passport and Social security #.
Should I mention that they are in India and will be avaialble at the time of file application will be processed.
To get the process started through Buffalo and may be with a quicker time to do, it is good that you provide an address in the USA. The initial response and any other clearances etc., that they will need to complete calls for them to be in the USA. So, leave the matter as if it is done from the USA. They can travel back and forth as and when they find it necessary. ( Do they live atleast six months out of the year in the USA to comply with the citizenship requirements?) In any case, you have to juggle the times to suit the situation. Do remember, that if you are absent from any location for a period, more than six months, you will have to get Police Clearance Certificates and it will not be hard for them to detect their movements and their stays at different locations. So, you be the judge of it.
I know of a couple that used to come down on a one way ticket and spend six months of one year and continue till the middle of the next to get the citizenship. So, they always were there for a full year and returned back on another one way ticket. They knew what it is that they will have to do to be on both sides and how to do it.

Sponsorship of parents for PR is a 2 step process. In the first step, your sponsorship is reviewed in Canada and that process is taking approximately 25 months. When your sponsorship is approved, only then is the file forwarded to the consulate in your parent's country of residence. If you compare New Delhi and Buffalo your parents may not be at a substantial advantage, if there case is straight-forward as 50% of cases are finalized in 8 months in New Delhi, compared to 7 months in Buffalo, (see link). However, if unfortunately, their case becomes complicated then you will have an advantage through Buffalo as 100% of cases are finalized in 13 months over there compared to 33 months for New Delhi. In any case, you are looking at a minimum of 3 years for your parents sponsorship application.
