Same rules are followed when you enter US from Canada. The duration of stay (max 6 months) is stamped on your I-94.

Do the Visitors from Canada also facing the same problem or they can visit once in 3 months, if they have 10 years multiple entry visa?

Apsingla: why can't your relatives enter Canada without the PR card? PR card is required only when you use the commercial carrier (e.g. airline) to travel to Canada. You can drive into Canada without the PR card but with some other evidence of the PR status.

As a US green card holder, they don't need visa to enter Canada.
But to preserve US Green card, they should live in US for 6 month in a year.
