My father applied to MPNP 3 sons, spouse. Later stage Father, spouse and 1 son approved and 2 sons were removed because registered with unacredited institute. Upon request seperate certificates were issued by the province, now the whole application is been refused under the reason misrepresentation. If anybody could please tell where can I appeal my case.

From your brief description is sounds like you need an immigration lawyer to help sort out your case.
You could first call them and ask for more details at -

You could also ask them where to file an appeal and what to include.
But ideally, seek legal help from a lawyer who's done MPNP applications before.
One of my friends had used Campbell Cohen's law firm for this a few years ago.
I don't know how active Cohen is these days, but you can certainly try.
Or if you are already in Manitoba, you can try local lawyers - they should have experience with MPNP as well.
