As long as your cousin has a letter of admission, He/She can get in after the submission to the CHC in New Delhi and get the VISA for entry.

Some Colleges will not issue one unless you pay the fees up front. They want to make sure that they have you by your b....! or by the breaches. They don't want to keep a seat vacant and loose the revenue.
