Not quite sure how they are going to 'educate' employers
In the face of fact that so many new immigrants(of every color) AND canadians are finding it difficult to find jobs(for whatever reason) AND based on the fact that many people are under the impression that they will automatically make more money here (and basically come here for the money). I completely agree that they should

1) change the admission criteria. Actually I think they should straight off tell people that their education/experience is not valid in Canada.
2)Drop the admissible age to prefer younger applicants. Like we often suggest to people to come here at a younger age to maximise chances for success.
3) Make it easier for employers to hire people directly from places like India instead of relying on immigration.

what do you think? I am especially convinced about #2 & #3 . I can think of cons but maybe this can be a constructive discussion and not a "show" :D

Well option # 3 is the best one. And if they change the immigration system accordingly it will fix most of the problems.

But again question is from where they would be getting people for labor jobs ?:D

Why should you worry? Anyways you are going soon :D . So our Labor jobs are not your problem are they?

Yes # 3 is what I think will be good too. Especially with Indias economy sizzling...I think the employees will be in a good bargaining position too

For point no 2 given by Jake

Yes it is the right thing to do, and infact Australia does it. that is why, even though originally I wanted to migrate to Australia (being nearer to Singapore), I was not eligible at the age 40, and so I applied to Canada.

Point no 3 and point by Biomed are completely possible. Singapore does it and does it wonderfully. They have two classes of people - one they call Employment Pass holders who are for white collar jobs (like the one I held there for 10 years), and the second is called Work-permit holders, which is essentially labour jobs, including live in nannies/maids. These permits are for factory labour as well as constructions workers.

In the second category, there is a government levy laid (resonably hefty) per month, so that employers do not bring in anyone into the country.

Also, the white collar job holders (Employment pass) are allowed to apply for Permanent residentship, but it is not a right, as is in the case of Canada do an extent after you have lived here for some time on a work visa (I recollect something like that, and I might be wrong.)

Therefore the country has a very good mix of both skilled labour and professionals, both imported and most of the time, temporary, so that the govt is not burdened with their presence. They then select out of that pool, having judged them for a while in the country, and then give permanent residentship. It is good both for the administration as well as for the individual!
