I currently have a Dell Inspiron laptop with the following spec:
Windows Vista Home Premium
Intel Core 2 Duo 2.00 GHZ
4 GB RAM
DVD R/W Burner drive
MS Office 2007
The laptop is about 18 months old.
I am looking for recommendations for a new laptop with a more recent to date spec (ex: Quad processor ???? ). I don't need MS office as I can install 2007 in the new one. Windows 7 maybe, more RAM, etc??????

It would depend on your main purpose for which you want to use the laptop. Is it for just day-to-day work, or some software / application what are a memory hog.
Even within the latest, there are various models available. Prices range from $500 to over $1k.
As mentioned by G3:
Intel® Core™ i3, Intel® Core™ i5 and Intel® Core™ i7 are the latest chips out there (don't know if Intel® Core™ i7 is available in the laptop as yet).
Even an Intel® Core™ i3 would be more powerful than what you currently have.
With regards to RAM, you haven't mentioned if you have a DDR or DDR2, but DDR3 are the latest ones out there.
You haven't mentioned why you want to replace the laptop, is it 'cause it's too slow or old or just because of your love for new technology
Lastly, if at all possible look at getting one from the US. It'll be cheaper there. Just watch which brand you pick, some of them do offer warranty in Canada

It's for daily simple non-IT guy use. I wanted to know more about the processor speed and RAM. My RAM is DDR2.

For your needs your old laptop is good enough.
Most people use laptops for browsing, media playing, ms office and thats it. Very old laptops can do that pretty well.
If you are into PC games .. then you need really hi-tech specs.
And yes getting 7200 RPM HDD especially if you play movies on your laptop from your harddrive, but then you can always get a new HDD for your old laptop.
The question you should ask is what you don't like in your current laptop or find slow .
