It depends on your requirement. Do you want a babysitter to come to your house? Do you require babysitting outside regular business hours?
If you leave the child at babysitter's house and they are caring for more kids, then rate would work out to be cheaper than above quoted rate.

Thanks for responding . Its during business hours and yes we need the baby sitter to come to our place( for 4 hrs every day) since the child is an infant .... Under the conditions what should be the prevailing rate for a visiting baby sitter ....... Any ideas ?
I wonder whats the minimum age at which day care centers accept kids ...

$7 per hour may not be bad rate if they have to come to your house, it will usually be teenage school going children who will do that since it is less than minimum wage. So, you will have to check with them their availability since they would be doing it after their school hours and it may not work out in your case.
For day care centers, there are infant programs, some 6 weeks and up and some from 3 months up. Usually there is a waiting list and you should connect with agencies like Child Care Info if you are in Peel, Child Care Connection in Kitchener Waterloo, etc., who will be able to provide good information.
The other option is to go for home day cares.

Thanks Raj for the response .
Most of the people we interviewed were asking upwards of $9/hr ... There s one which has quoted slightly lower ... We were thinking of hiring this person as we feel she fits in .
.. Wondering what kind of background checks can we / should we do to confirm safety and any other consideration which would be recommended ? Police check / health check ... not sure ... Pls advise .

I once visited a family who have a inlaw basement that was given to a family who also took care of the baby, no rent + a small compensation paid etc.., to ensure the best service.
I liked this, because a known family lives with you and also take care of the baby, the baby would be able to use all the facilities you have installed etc.., etc.., and if you really have something that you need to secure, you have your bedrooms to lock in.

Yeah thats a good idea but we are still in an apartment .
Still .. what are the documents I can request for to check the status / safety / health of the person I shall be calling over .... It appears she is not a PR , but a visitor .... she does have a driving licence though .....
Could I conduct a Police check and how do I verify if she is not staying in Canada illegally ... Please advise !!
