However, for a CA from India, it is better to do CPA while he/she is OUT OF CANADA and then land here. Then one will get reciprocity as Canadian CA. Canadian CA is a licensed designation and with that it is not difficult to get a job paying 85,000 salary.

Btw, for BC and Alberta you don't need to be residing outside of Canada while writing the CPA exam provided that:
Eligibility Requirements for US CPAs
Applicants from some of the U.S. State Boards of Accountancy are eligible for reciprocity provided that the applicant :
1. holds a CPA certificate in good standing issued by a state board of accountancy which is compliant with the Uniform Accountancy Act (UAA) (July 2007);
2. has acquired while outside Canada at least two years of public or other accounting experience acceptable to the Institute.

Part time Executive MBA's are for people with 10+ years experience. 3-4 years not enough. Regular part time is probably what you meant.
so, i think this discussion summarizes that its better to do CPA / CFA or like and then try and get a job in Canada (or where ever one wants to ).Then, do part time mba with experience gaining for future growth, as said by febpreet.
nntksv, most of my CA friends in gulf think about the same path of immigrating to US/Europe after making money for three years of work here. (Its very tempting to think about prospects of doing an MBA in foreign country and get a high paying job, immidiately after that, though it may not always be the case, as many have pointed out here.) . But part time mba seems to me to be a better option with low risk.
lali ji, ur point taken. experience in canada is must. But , i tell u the real problem is how to get that first job in canada? Not everyone has contacts. (Infact i have one contact, my boss is canadian NRI, But i will ask favors from him probably only when he is last canadian on earth, lol.)

Getting survival jobs are easy. In Canada, it is not that your first job has to be a job in your field. The survival job can be used for gaining the "valuable canadian experience and reference" as was the case with us, my spouse and myself.
