Where to get Indian Rupees for Canadian Dollar

If that's all you want to do, your wife can travel into India carrying the higher denomination Rupees.
After landing, go to any store or currency exchange counter at the Indian airport and ask for change.
At most, she may have to buy a bottle of water from a store counter to get smaller currency denominations.

Try to give a Rs 1000 note to a store owner and buy a bottle of water for Rs 20 and see if they give change. Now a days, india is a rich country and every one sports a Rs 1000 note and most notes are Rs 1000 notes. I remeber in 1996, the new Rs 100 note that came was sold at a premium. We have moved on from those years.. It will be a risky move, unless you say "Keep the change".
I myself have a lot of Indian currency (high and low demonination) and I am looking to convert it into CAD as I am also aware of the rule of not bringing in more than Rs5000 while entering India. This is to curb fake currently coming from Pakistan and Since I am not an indian citizen, I am requesting for ideas. I highly doubt if SBI and other banks would take Indian currency from here (even to give me a DD).
I myself am unwilling to change money with the OP (though I have lower denomination notes) as I donot want to be exchanged with a fake. I can advise the OP to carry USD which can be cashed at the airport. Even the customs now accept USD in intl. aprports.

I do not think there is any legal way to exchange INR in cash form and get CAD outside of India. Taking INR in form of cash to India is the tricky part.

Given the new information by incanada, I do not see the point of the original question.
Why would you convert INR to CAD and then again CAD into INR?
You would lose money both times no matter who you convert through and in the end you will have less Rs. than what you originally had.
Since you already have the Rs. and have already brought it out of India undeclared, might as well just take it back with you and use in India.
If you need a couple hundred Rs. immediately after landing in India, it is easy to convert CAD or USD at the Indian airports.
And now that CAD > USD, it makes sense to take $100 USD from here and convert to Rs. 4,000+ at the Indian airport.
That should easily take care of immediate needs like food, taxi, etc.

Just be aware that if you are not Indian citizen, then legally you cannot carry a single Rupee with you. Rs 5000 limit is for Indian citizens only (I doubt that it is not Indian residents as resident status changes depending upon how long u were outside India even if u hold Indian passport).

Out of curiosity ..

Suppose if I carry some India currency in my baggage .... what are the chances of getting it exposed. Will it be seen when they scan the luggage?

5 years back a relative sent a letter with my mom while travelling to India, when she reached home, she realised the letter missing from baggage's top portion. It was the only one thing missing out of 1 dozen letters. After a few weeks, we found out that there was some $ money content in that envelop which was not disclosed to us.

I am sure scanner scans and gives signal but it depend on officer how he/she interprets signal or takes it serious?
