How is this corruption.. they are giving a valid receipt..
This is just some loop hole in the law that this person is caught in.
Price of the loop hole is 60$.. just pay it and move on i say.. u are not going to win against the monster indian government machinery.. i think we all have learnt that while we lived in india.
Do u really think coming to Canada and becoming a canadian makes someone so special that the indian government will start changing their tune all of a sudden for them.
One guy by name Parekh has already learnt trying to take advantage of a loop hole by travelling with OCI stamped on expired canadian passport and entering with USA passport results in deportation costing him 3000$ in tickets..

Simply because we change with the environments . We do not expect corruption here as in India ....
Not only our minds but our bodies also adapt per environment in terms of immunity etc .

That guy Parekh I believed pointed out the anomaly and as it appears got some corrections moving in the massive Indian process ....
Another fyi ... 3-4 yrs back Indian Govt tried to tax NRI s on their deposits and due to the taking away of funds by the NRI s the massive Indian Govt was forced to take back the stance and the tax ....
And I think it appears that the surrender fee is going the same way ..... pretty illogical to be charged for giving away something ....... different thing to be charged when getting something ... but for giving / surrendering some thing .... no wonder its coming under criticism .

While u are crying for these pennies the canadian government just increased ur taxes right under ur nose like HST in ontario and BC and taxes on income trusts.

Interesting.... OP has stated "I have aquire canadian citizenship in 2006 and valid indian passport exp date:2017."
Since Indian passports are issued for 10 yrs, was it in 2007 after acquiring Canadian citizenship?

Hi All,
I would like to thank everyone who has responded to my query and also like to reply on some of question reaised during your reply.
They are asking to pay for $280 to cancel passport as pentalty? I don't understand that why penalty as i did not misuse indian passport. I have obtained visa on canadian passport 3 times till now (2007/2009/2010) and i think they should have remind me if there is any rules associated with it.
I did not remember any kind of communicate through their website that i need to cancel my passport and how would i know about Indian Government Act?.
According to me that i want to raise a question so people will aware of it. If i simply pay then they would not like to understand the issue. I know they don't care about complain but when people come together they are being forced to think about it.
In the reply somebody said we used to pay bribe back home and move forward and he is right and because of that the corruption is wide spread and also i always blame that with 200 Years of Brithish rule our Gene has been modified/mutate to obey the order.
Anyway, i am planning to wirte to consulate general and starting Online petion to raise question about it. I need all your support.

Of course, it is absolutely unjustified to be charged this huge amount. If you include family members, the amount is even high. I can empathize with your outrage - they should have cancelled the passport earlier.
This rule was implemented only a year back. Initiatives to address this penalty issue was undertaken by a group in US (GOPIO), there are far many Indians in US who get affected. I also saw a news article that said they have succeeded but the ground reality was different. I even wrote to them to clarify the status but received no reply.
My trip was drawing close - so after wasting days visiting the Toronto Consular office and having witnessed the chaos there, I concluded paying the penalty would be the better option. I still find hundreds paying penalties without a fight or protest everyday.
