1) Get the visa that costs less. If they ask for an address, find an address of a hotel in town where you are going to stay and provide them with that address. Upto now there are no visa police who check where you stayed. Who knows they might start later on. Enjoy the savings for now.

YES, Contact the Visa Services for details. They have a certain date and if you got your Canadian Citizenship before that it is a nominal fee. Past that date, it will cost you about $170 more. And with out this Surrender Certificate, they will not process the application for the Indian Visa. So, plan ahead and have a lot of time on your hand to complete each requirement.

Currently they have video cameras to capture the acceptance of the bribes and with this video you can get all of it back and if you ask for more you might get some extra too. So, be brave and you demand a larger sum from the police. How is that for suggestions?!
Don't worry, Be happy.

Here is a link to one such discussion here on the CD. You must ask them once again as the charges for your ticket do change from time to time and during the peak travels they skin you for more, for the same seats. So do a little spade work and ask here on the CD website if some one will provide you with the cheapest fare that they got. If you plan in advance and book early, about 90 days in advance, you will stand to get the cheapest tickets, and if you are a last minute traveler, then be prepared to fork out more.

At least in Mumbai and Delhi, things have improved significantly from what it used to be in the 90s. The immigration process is smooth and streamlined and fairly quick. Customs guys don't bother people the way they used to long time ago. I've heard Bangalore is a pain in the rear end with harrassment, but I am not sure as I don't have any experience there.
As long as you carry the necessary documents, entry is an uneventful process. Surrender certificate, even if you have one or is required to get one to get a visa, is not required for entry into India.
