Can a CDN citizen reserve a rental car in Syracuse,NY and drop it off in GTA?
It is a one way car rental.

If you are a resident of Canada, Canada customs might have an issue allowing the rental car into Canada.

I have done this , but 2 things you have to note:
1 - The Border Agents gave me such a hassle that it took 45 minutes at the border.
2 - The one-way drop off are so high ( 90 Dollars drop off fee alone in addition to all other rental charges )
I found it not worth the hassle !!
You can try Hertz in USA. They allow to travel to Canada. Just call them and talk to them.

Yes, it is possible.
I have done it in the past.
But rules are getting more and more rigid by the day.
Go with a known rental agency like Hertz, Avis, Enterprise, or National - not some local, small agency.
Book well in advance.
Then call the agency directly and make sure they are ok with this, and what needs to be done.
I believe the agency needs to send information about the car to the border crossing a few days in advance.
Once you enter Canada, drop it off as soon as you can.
If you need a vehicle, rent a Canadian vehicle after dropping off the US-plated one.

with da associated cost n trouble at border, i wud be more inclined to ride train.
