Need for Child Subsity

Hi, My child is having Vistor Permit (Type 10). When I checked with Child Sub-sidy care they are not ready to give sub-sidy because of Vistor Permit. Is there any process like Change TYPE or change VISA to get Sub-sidy from Canada Govt.
