One of my friend do not maintain the residency obligation due to personal problems a few months less to 720days)...And willing to settle in canada and travelling next month.In that case,If they let him into canada ..and he do not apply for the PR renewal as no body is going to knock the door and ask him for renewal.
Suppose at the port they did not ask him to appeal due to humanitarian grounds as he is away for few months only..
In this case..If he need to travel to US (he has Visit visa to US)..can he travel back to canada through car from US even without applying for PR renewal.
appreciate any advices before his travel next month.

After crossing the border into the USA....and trying to re-enter....
In case he is refused entry upon scrutiny he may have to depart from USA to his native place. He has to prepare himself for that, if it happens. In which case he has to have friends or family to wind up his affairs here in Canada.
A normal cursory look at an expired card will not give them a clue as to his not qualifying for the number of days required (2 years out of five). But if they scan and find out about his inability to fullfil the required number of days, it will be left to the officer at the port of entry to decide the issue on the spot. He might ask him to get a re-entry travel document (permit) paying fifty bucks, which he cannot. Hence leaving the country for good from the USA is a possibility. Is he prepared for that?
He takes that chance upon himself. As regards what might take place at the border, your guess is as good as mine.

what i understood is once there is a Residency Obligation..They still let him into canada .But with these clauses:
1. They may ask him to appeal
2.OR apply for PR renewal on humanitarian Grounds.
3.The third option we choose is to not cross the borders for the next two years.and then later apply for PR extension or citizenship if continues for three years.
Any one know what is RR ..that is written on his passport?

Any idea if that is possitive notation for the officer or negative.
that was written during the last visit (went to canada after a long gap of 1.5 years.)
