I had landed 3 years ago and continued staying out in the middle east. Now I am coming for good to Canada. Is it necessary to have a PCC (Police Clearance) from middle east country for the Canadian Citizenship when I apply after 3 years?

Some of these Certificates become mandatory and when you really require it, you will be living in Canada and will find it cumbersome to get it.
When you live for more than SIX months in a place, ( Outside of Canada that is) they will ask for a Police Clearance Certificate. ( More so for the issue of a Passport.) So, they will be asking you for one.
Just about the time you are ready to uproot yourself from that location, say about a month or so, apply and get one. (I do not know the the time it takes to get one. So, be guided by that. Also have a copy or two, just in case.
Also keep track of your movements since landing in Canada and if you can document them, then, it will make your life a lot easier.

Although Full House's information may be closer to the books but from my personal experience , staying in the middle East for 3 years after landing and then filing for citizenship here after staying another 3 years , I was not asked for a PCC for either citizenship or Passport here .
However I was served a residence questionnaire when I appeared for the Test asking me all details of the past 5 years including employment , residence and other things . However at no point I was asked to furnish a PCC ..... as I guess I was already a landed immigrant as so are you.

Thanks Fido and Full House. I visited the Police HQ for a PCC, but they require a request from Embassy to issue a PCC. Since I have only a few days remaining I am unable to get letter from Embassy (if at all possible?) and shall hope that it will not be required as mentioned by Fido.

PCC is only needed for immigration. Once you are given immigration, at no point will it be asked by the Cdn. authorities, even though you may have overstayed your residency permit dates.
You can walk scott free into Canada, unless you have a pressure cooker in your bag and a page missing from your passport and you speak really bad english.
