Hello,
I submitted my documents for canadain citizenship on May-30-2013.
Asked for log activity of my file after 18 months throught ATIP and received GCSM report some days ago.
There is description in the report as follows:
RCMP CLearance shows as "Retransmission Required". Client's information checked as per CP-6 in GCMS, none of them apply. An email send to file a problem report-VPA
Any comments, ideas or guidance about the meaning of description?

The Citizenship Section of the Immigration department are walking on egg shells there. Don't want to say too much about the internal procedures. The long and the short of it is that they are encountering innumerable delays there, at the processing locations. A lot more cases have been cracked/burst open and a few loop holes are getting plugged.
And in that process, the whole lot of files are getting dragged into slow route.
Your Police clearance Certificates etc., are expired or near to it. May be you don't file them. But they are obtained by them through RCMP. Now they will need to get updated and yours is also stuck in the process, not of your making, but it is the due process.
CP - 6 might have been a code in their check list It was in their FOSS system also. Now it has been migrated into the GCMS. They are hanging on to the codes still. That explains the Code sneaking into the Caips, Foss and GCMS. It is all very very clear. And you want to know how clear. It is clear as mud.
If they ever, even have, an inkling of doubt in your submitted paper work or with the TESt done for Citizenship, they will not pass the papers through the clearance channels. They might want to refer your papers to a JUDGE, who will make a decision on your files and the papers submitted and let him make the valid decision on it and be held accountable for such a decision. Hence the delay and the notations there in, in your submission.

GCMS are the notes that the CIC write into, and it is a report to know what is the current status of your file, and what is being done, what is still not started is derived from this as an inference.
There are a few main parts to it. And these are a few Important Qualifications that are needed by an Applicant to succeed in obtaining Immigration. It is a Checking process and some part of it is assigned to outside parties in other parts of the world for checking and reporting.
1- Your Eligibility
2- The security Clearance
3- Criminal Records, if any.. And
4- Your Medical Check up and Clearance
5. HIRV
6 Organised Crime
7. Misrepresentation
8. Other Requests.
9. Final.
If all of these clearances are in your favour, then, these notes will Indicate what is your status for every item there is.
