To add to that statement, immigrants dont figure policy making for at least 4 years from the time they arrive in Canada. 3 years as required to apply for citizenship and an average of 1 year (+/-) for the processing. After which they can vote and effect policy.
Just thought I would put it in. If already stated, ignore.
