Yes they do issue a student visa for grade 10 / 11. As regards the fees, cannot confirm that. You could check with the School Board. It is mandatory for these students to purchase medical insurance.

Full Year CDN $12,000.00 maximum of 8 courses
One Semester CDN $ 6.000.00 maximum of 4 courses
ELEMENTARY SCHOOLS (GRADE 1-8)

Partial Year CDN $ 6,250.00 (January-June) plus the payment of school fees for the next academic year which is non-refundable
KINDERGARTEN (Junior & Senior)

Just go to highschool nearby and ask them for admission. They will make an appointment for you and give the address for assesment centre. There are only two assesment centres in toronto and work during different semesters of the year. Therefore, its better to just ask highschool guidance office.
age requirement for Grade 11 is atleast 15-16 years.
