HELP to choose CANADA or USA for PARENTS

Hello,

My parents are here on visitor visa and they like canada. Now, I want to put the PR file for them. My first questions is,

1 ) Is that true once you filled for PR they can not come over here on visitor visa ?

And second question is,

2) My aunt from USA, has filled papers for my parents in 1996, in brother-sister category ..i am not sure the category may be F6 ! I just wanted to ask you How i can know which year file is running at USA. By the time i put the file , there is a chance of getting USA visa also. So what is your advised..should i try for Canada or i can wait for US papaers ?

1. Once you sponsor them, they MAY be refused visitor visa.

2. I say try Canada regardless of what is going on elsewhere. I don't know much else about USA immigration.

I believe brother-sister category is the last category in terms of preference given by the US govt. and as such the current wait times are very high for Indian citizens (10-15 years if I am not mistaken). I feel canada will be the better option if you don't mind them notbeing able to come to canada until they get their canadian PR.
