How to re-enter Canada ?

Friends,
I have a doubt.
My husband plans to enter Canada by Car, apply for his PR card, return to USA within a week.Then we are planning to go together as a family.
How can he enter Canada without the PR card? Will the landing paper be enough?
Does he have to apply for visa?
Please clarify.

Thank you for your very quick reply.
We have a address to give in Canada. But, my husband wants to return to Canada within one or two weeks to bring us back into Canada, so that we can directly move into an apartment.We are moving to Vancouver.:)
Also, can you tell me whether I can drive and cross the border with the car, registered in my husband's name if my husband is not able to come back to USA.I am covered as a Driver for the car.

The rule is that you need a PR card to re-enter Canada if you are using a commercial carrier, such as a flight, a ship or train.
If you are using a personal vehicle, like a car or U-Haul, then you don't need a PR card.
In your case, your husband can return to the US and come back with his family as long as all of you are going to drive across to Canada.
If you are planning to fly, then he will need the PR card.

Insurance coverage has nothing to do with importing the car.
You cannot use a US-registered car to enter Canada as a PR without importing it.
You will have to import the car at the time of landing.
They don't care whether you are covered by US insurer on the car or not - all you need to do is properly export the car at the US post first, make sure you have all the documents needed for Canadian import and you are all set.

What I want to know actually is whether I can drive the car and cross the border, without my husband's presence, since he is the registered owner.
He will be declaring that we are importing the car, when he crosses the border.
We have decided to drive both times.My husband will be entering Canada, in his friend's Car, who is a US permanent resident.
Also one more doubt.
Can we bring anything else, other than the goods to follow items, in general, as our friends will be visiting us often from the US.

The first step is to check out the RIV website at:
http://www.riv.ca/english/html/how_to_import.html

In general, the steps are:

1. Determine whether your car can be imported or not.
If not, sell it off before moving.
If yes, then proceed to the next step.

2. Get a No-Recalls letter from the manufacturer.

3. Get a no-claims letter from the insurer (not needed for importing, but might help in getting insurance in Canada).

4. Fax the original, *clean* title to the US post where you will be crossing at.

5. Include the car in the goods-to-follow list, include the VIN number too.

On the day of importation, stop at the US post, export the car (they will stamp the title).

Then go over to the Canadian post and complete the formalities (they will tell you what to do).
You have to pay a fee as well.

I think that may not work.
I haven't done it, and I don't know anyone who did this.
I remember that when I was exporting my car, they verified by looking at my US driver's license.

It is best if your husband is there with you when you import the car.

If that is not possible, then make sure you call *both* the US and the Canadian border posts to check about this.
You will find the border posts' numbers on the respective websites - make sure you call the border post and not a general 800 number.

Then your husband will not need the PR card.
He will need the passport with the landing paper stapled to it.

When you are landing, everything that you have should be included in the goods list.
After you have landed, what your friends bring for you is their business.
When they cross the border, they will have to deal with the customs and declare it (if it is a declarable item, like alcohol).
