1) International student can apply for work permit after completion of his/her study .... One needs to have a job offer in the field of his/her study in canada..
2) You can apply for work permit while you are studing only if any uncertainity happnes to you and you ran out of the money, though in this case you need to prove that you don't have any money at all... (this is not good suggestion as I have seen some rejected cases..)
