For me I guess yeah I have an requirement as I am short of 1 point to immigrate and still I am going to submit my application. I tried everything and my point is not going to boost in the short period. So I have to do this.
Any suggestions please for cover letter.

And what led you to believe that the shortage of the point(s) can be offset by a covering letter?? Did the CHC suggest that, or are you trying on your own?

Are you hoping to qualify under the "discretionary approval" by the immigration officer?
There is such a provision, but it happens very, very, very rarely.
I don't have any figures, but I would guess less than 1% cases in the skilled worker category get discretionary approval.
And those are very exceptional cases like a brilliant scientist or a great novelist, etc.
I will suggest you speak to a very good immigration lawyer and get his opinion - someone who has experience of hundreds of cases.
If you do this without a sound legal backing, you may be wasting the application fees.
My opinion, of course - I am no lawyer.

Hey dear,
It looks really funny to manage one short point through letter of intention / covering letter.
I suggest you to show more experience to get that point instead of getting it through covering letter.

I am thinking about writing a letter of intent too. So, you guys think it is waste of time. I am not doing it to get an extra point or something. I would like to write to let them know why I am immigrating to Canada instead of other countries. As I am applying for Quebec PR, I think it is better for me to let them know why Quebec instead of wide open Canada.
I also have part-time work experience that I would like to get points for. I think I need to request them why I should get point for my part-time work.
Please give me some advice on this thing guys. Is this a good idea or not?
