I have a masters from IIT, Delhi. I think experience and degree validation was not a problem in my case since from 2004 jan onwards i was able to see online status as "A decision has been made on your application. The office will contact you concerning this decision."
Yes i had paid my ROPR fee and received receipt with 2nd set of medical forms.
As suggested i will take necessary steps this time . Thanks for your time and expert opinion

A lot of people have reported seeing that message and then waiting for over a year before their case actually gets finalized.
I have heard from immigration consultants that the message signifies that some decision has been made - not necessarily the final decision.
For example, a security check decision, a medical decision, maybe points calculation decision, and so on.
A lot of people have also reported that the status message keeps changing between "Decision Made" and "In Progress".
So don't lose sleep thinking over what that website says.
You could have requested CAIPS notes sooner.
But right now wait 6 months after sending your new medicals and then request CAIPS notes if you don't hear anything further.
My guess (and this is a pure guess) is that your case has probably been finalized but since your medical expired, they are asking for new medicals.
As soon as they receive your new medicals and your case comes-up in the queue again, they will send your passport request.
BTW, since you are from IIT, have you ever worked for tthe Govt. of India, especially in some defense research project?
If so, that investigation can delay your case significantly.
