If both the parents have a PR card and are out of Canada & have a baby, what will the process be for getting a PR card for the new family member , how cumbersome is it & how much time does it take.........??????

yes you will need to sponser the child. remember you too have to keep up with the PR card i.e 2 yr in 5 you have to have physical presance in Canada. if you are working for a canadian based company that has posted you out then it will be a diff matter.
