My point was different.
Progress in terms of GDP does not compulsory for villages, rather is is more important for industries.
Being a highly populated country we have limited resources, we must manage them properly. So if given a choice, I would rather pefer to leave some villages from electricity for few hours a day and would provide the same to the industries. If we have more industries, more people will be employeed and so more happy people.
Now industrialization does not mean urbanization - various state governments have set-up hugh industries in the rural areas.
I have seen lives around Ahmedbad, where all many villages have almost 100 percent employment including women.

So in your opinion Industries should be given more importance over everything else? We will worry about the cost later right? It would be a shame if we do not learn from the mistakes of the west.
Anyway, that will work as far as the economy is concerned. Of course every one has different priorities and opinions when it comes to deciding what makes people happy.

Happyness comes with prosperity. Prosperity comes with employments. Employment comes with Industries. Industries needs infrastructure.
So the bottomline is give industries what they need and let people be happy.
I am not saying that there should not be electricity in villages for all times. We must provide them necessary things. Having cutting the power few hours a day will not affect their life. I have lived in rural areas (but not backward) and seen life of people. They are more happier than the people living in cities - electricity or no electicity.
I read somewhere happyness index - India was among the topmost nations, America was way beyond!

exactly, you are supporting what I am saying. At the same time America is one of the most prosperous countries in the world.
Compare this with your above post. Dont you see a contradiction where you say that Happiness comes with prosperity. If you do see a contradiction ...then you will understand what I meant when talking about learning from the mistakes of the west.

Its not that simple.
You do know that industries are nothing if they are not run by industrialists. So in effect you are saying we should give industrialists what they want (Unless you are sying that the state should control the industries). So basically, let the village go without electricity for a cpl of hrs each day as long as the industrialists get what they want. Hey, this is exactly what any capitalist wants. The American dream!
