he / She just gave you a cock n bull story
FYI, I fly every week. My agent cannot give me any stories. I do my bookings online and usually have access to choosing premium seats as well. I have status with Air Canada. The Amex lady explained me this whole scenario when I asked her if I should request veg meals or not. I do eat chicken but on most flights they offer choice of beef or chicken. On my flight segment, the veg food Air Canada offers is so horrible. So my travel agent told me to keep this rule in mind while ordering food. She said if you pay less fare, you will get seat back of the plane so order veg food. But if I have booked a premium seat or paid higher fare then I need not order veg food as I can get a chicken meal as I am served much earlier than others.

Good thing about frequent flyer membership is that you get same privileges on all partner airlines. For ex, Air Canada membership and frequent flyer status will entail equal benefits on all star alliance member airlines (Lufthansa, Thai, United, Singapore, etc, etc)
Well, I worked with an international airline and looked into seating. The way seats are allocated are first to frequent flyers as per their seat preferences.. FF also have categories.. premium , gold, silver, blue card holders etc.. .. also passengers having tight onward connx were seated in front row seats to enable them to move out faster ..similarly its not those who pay less that are given seats behind, but people travelling in big groups of 10 and more..so what the Amex agent mentioned, doesnt make too much sense .....
BA on-line checking is 24 hours before the flight. One can select the seats, etc
I had booked tickets on Air Canada.com for my parents traveling from New Delhi to Toronto last year.
The Air Canada website allowed me to select seats at the time of booking, which was several weeks before the departure date.
I was able to select nice seats at the front of the aircraft.
I paid less on the website than what most travel agents were quoting at that time - there was a sneaky web-only sale for a couple of days.

FYI, The airline allots the seats based on the fares you pay. The people who pay less fare go right at the back of the plane. Frequent flyers or with status get the seats behind business class irrespective of the fare.
Airline agent generally will give you good seat when you request only when the flights are not full.
This is straight from my travel agent Amex.

Guys, guys, relax. I was just explaining ageneral rule that Amex explained me. I know the privileges of status are getting upgraded to business class and free flights on your points.
And for all who have booked your seats on the web, have you ever checked if the seat was the same as you booked online?
