How soon can I go to the US consulate in Toronto for H1B visa stamping with an approval notice from Oct 1st '2007?

I believe the dates are different for different consulates in the world ?

I am a permanent resident and will finish 3 years on Spet 21st ' 2007.

Upto ten days before Oct 1 or anytime after.
