If a visitor visa was rejected, you need to know why........ The Canadian high commission ALWAYS provides reasons, for the rejection.
Do yourself a favor. Provide the the high commission with new reasons as to why the visitor visa should be granted. This should be backed by documentary proof.
Talk to a well qualified immigration professional and you will get the required help. Go to someone well qualified and experienced and not to those crooks (who are cheap) and who will show you the back door to enter.
I had a similar situation and got professional help from a a immigration expert in Mississauga. The high commission DID grant the visa the second time.
Suing the High commission for not granting a visa, should be the last resort. Besides that is going to expensive, time consuming and may not be successful.
