You should do to the tailor what Kramer does to the cable guy in ‘Seinfeld’.
Here is how it works.
1) Pretend everything is okay. Go to the same tailor and give him an order to stitch a very expensive and difficult pant/shirt for you. Make him take all the measurements and insist on the highest quality workmanship and give him just your cell phone number.
2) Then don’t ever call him or go back. The tailor will need to get paid for his services so he will call you for pickup. Ignore him or better still say that you are busy today and ask him to call you next week. Keep making him run in circles for at least 3 months. At which point he will be down on his knees begging for forgiveness.

Well if you can't get your money back - try damaging his reputation ... get an article in Toronto Star .... how a new immigrant got conned by a tailor ...

That made me think of couple of more options...
17) Article should contain a picture of you with cropped pants and Tailor with long Sherwani and long scissors in his hand
18) Show the picture of receipt with fine print and indicate it as "Fatwa" against pants culture.
19) Title of the article could be sensational such as "Secret plans to root out pants culture and spread of Sherwani culture" (you can get more suggestions from the folks here).
20) The article should end with something like "This is the fight of Good Vs Evil, tall Vs Short, Pants Vs Sherwani and invite folks to join a protest.
21) Print the cropped banners with pants picture..
22) Start a "Tea party" style protests outside Tailor shop with above banners.
23) Propose wearing "Lungi" as a sign to protest so that tailor will get confused.
24)Send invitation to Britney spears as guest speaker..she will likely to accept it but she can speak for Tailor since he cuts the apparel too short.
25) Keep a picture of Sarhadd Gandhi (Khan Abdul Gaffar Khan).
Although my target was to give you 100 options (because I am concerned) I will try to stop now before it gets too boring and routine...

I was so stressed on work place but after reading this i laughed a lot and same article i showed my friend too and we laughed a lot.....

1. Take what was offered to you and move on.
2. File a claim in the small claims court. It is around $ 100 to register but then if you win the case, the judge can order the store owner to reimburse you the money for the pant, court fee (that you paid) and for the emotional distress. But before that , you must make sure that your constitutional right was violated by the fine print of the bill (else he will win).
If you search in charcha and the WWW (web), you will find the case between a judge and a dry cleaner in the USA who had a similar case as yours.
