What about my friend's case where he has offer as System manager, degree assessed at Engineer - Elcrtical with Electronics and TN category as Systems Analyst.
Will he face issues?

The above is the requirement for the Systems Analyst. I am sure your friend has the necessary qualification from the above. The question is the title "manager" in the offer.
Can the employer explain clearly in the offer letter that the offer fits well within the "Systems Analyst" roles and responsibilities?
In other words, if your friend is going to manage 10 people who are systems analysts and not do anything in his job that is related to whatever systems analysts do, then it is a problem. On the other hand, if he is fully involved in the day to day systems analyst roles and in addition manages 10 people, there may not be any problem.
Can your friend clearly explain at the POE that his roles and responsibilities fit the systems analyst role? If yes, no problem.
Companies have fancy titles. It is what the person does that counts as a fit to the TN category. If the offer letter explains that, then the title may not matter to a greater extent.
