Upon my inquiry, here is what our corporate attorney's office had to say about the 3 yr TNs:
"For Mexican TN's only, I'm afraid. They are then given one year on their I-94 at POE. But, it saves two visa applications. No help for Canadians, I'm afraid".

U got it wrong - it is not the max length of the visa, it is the max VALIDITY of the visa. There is no limit on TN (like H1 has 6 yr limit).
The max validity of H visa is 3 years - likewise the max validity of TN status is going to be 3 years (currently it is 1 yr).
