Once he locates the center and gets their help, it will be clear from there on. They will help him fill out all of the papers and complete all of the application formalities at that location.
They will tell him what all the papers that have to go to the CIC in India, where YOU apply for the TRV (Temporary Resident Visa). Follow their instructions to a "T"
They know what are all the forms and materials to attach. They will give clear cut instructions based on the refusal letters.
One thing you can do is, sit down and copy all of the letters that you received from CIC in India and send them to him. That will save a little time waiting for the snail mail. Alternately scan and send them from your computer or ask a little help at a "Internet Cafe" and pay for transmittal through the e-mails. Saves you a lot of time.
Next talk with him and fill out the papers like the way they instructed at the Help Center. You will need another set of Passport pictures too. You will have to pay the fees there in India and when they ask for more details, such as Passport for stamping or for an interview, go there or send it to them. Prepare yourself and or get some coaching. Write all of the things about where you are going, where your Husband is working, where he is residing, his phone numbers at work and at home and anything that you might need at your fingertips, on a piece of paper and carry it along with you.
There is only ONE application for the TRV. You can do that at your end in India. Only ONE fee to pay, you do that. I hope your Passport is valid for Six more months at the least, when it goes for the stamping.
If you are not sure, then ask us here, or your Husband over the phone, by then he would have got clued in at the Help Center.

We are landed immigrants. My husband works, I don't jave a job. So when I sent letter of invitation for my parents' visitor visas we both signed and sent copies of my husband's income etc. They had no trouble getting visas.

Knowing that you are keeping very good health, you should have no problem getting through yours. They might still call you, just to see who you are and ask a few questions about you and what you know about Canada and where your husband works and who is he with etc., etc., So, prepare yourself and get ready for that. Keep all of the information on a piece of paper or memorize the same, and look smart, dress smart and behave smart. Will you do that? Good.
Here is a link to the spousal work permit. Please read and ask your husband to get in touch with the call center and ask them the questions. He has been there once and must have registered with them. Now he can call and consult over the phone. How's that for suggestions?

You can ask the Officer at the P.O.E to authorize you to work. Also you can apply after landing here too. Try the first one at the time of entering. Also tell him that you will be wanting to work here just for the experience.
