It these are items you bought from a store, you could also try contacting the seller. Non receipt issues will be dealt by the seller, they normally claim it through their insurance and also deal with UPS. You will be sent another shipment.

In India: I got my shoe stolen at temple once when i was in school. My Bicycle got stolen in the court's parking when i was in college. I donot recall anything else major happening with me.
The mail is delivered by the same postman for several years and it never got lost even with wrong or uncomplete address. Even if we misplace something there - just that loss of item no threat of identity theft.
I canada I lost my bank atm card in mail several years ago. PR comes very late in mail becaue of immigartion people (canada post is ok). now this UPS lost packet.
The problem is that these big companies and departments donot provide any help in these cases. We can just call a 1-800 number, that is more painful after such an incident. The 1-800 people ask to to press so many choices first then after about half hour wait you talk to someone who is very slow (it is usually not indian people on these slow call centres). they spend most of the time to confirm your numbers, postal codes, and DOB etc and less time on your problem after that they say they will look into it. NO time frame. dissicult to talk to their supervisors - very frustrating.
but in this present case I already talked to UPS they asked me to talk to the sender as only sender can initiate an enquiry into it. I talked to sender they will now take couple of days to tell me something. I will have to call back the sender's 1-800 number because they will not call me as they already got the money.
This kind of non-responsibility is unheard of in India and there is finally some solution in India more quicker than Canada.

If sender doesn't take action, call credit card company and file complaint. That usually works.
I paid then at the counter in cash not via credit card.
