Most if of these are there by choice...i.e. they do not want to make avail of the govt shelters etc...cause these place have rules..which many free spirited people OR who are prone to some sort of addiction do not want to live with. THere are also some who are mentally disabled. However, unlike some third world countries not many are born into poverty and are destined to be there without any hope.e.g. you often hear of an addicted streetkid now working at an office job, all cleaned up. I would find it difficult to locate a streetkid from Bombay even without substance addiction...who was lucky to find an office job . So I personally dont think that you are making a very balanced comparision.

I'm not exactly sure what you are saying here but these are available in ALL countries of the world, not just third world countries.
