I have a small query during processing I have given Toronto as my preferred landing place and on the CORP form also they have mentioned it
Now I want to land in Vancouver to do the necessary paper work is that all right

When you applied to enter into Canada and chose to land in Toronto, did you do any research about the location and the infrastructure prior to applying? If so do you know the geography of the location, infrastructure and the strategical points also?
Based upon this they will question you when you have an interview with the Immigration people. They want to know if you are prepared well for your stay at that particular location.
If you have gone through the Immigration interview or if it was waived, then they would know you have good knowledge of Canada and you can make your way through here in your life.
Now you prepare and do the same for your landing in Vancouver. B.C., as you have currently changed your choice to Vancouver and the surroundings. You are smart enough to accomplish the same.
You now have no problem to enter Canada at the location you have chosen. The Port of Entry can be changed by you anytime. Prepare yourself thoroughly to know the location prior to landing.
Just one question: Did any one sponsor you into Canada? If NO, then it is O.K.

Side Note: King Fisher Airlines are flying out of Delhi to Vancouver, call them and contact them for the fares etc., They might have inaugural fares too.!

That was real prompt reply….Can I ask get clarifications on few more concerns
1. Settlement fund: Can I show part of my settlement funds as bank statement in local currency (Singapore Dollars)? Or necessary to convert it to Canadian Dollars/drafts etc
2. PR card & SIN card address: Can I give permanent address anywhere in Canada?
3. Health Card: Some provinces activate it after 90 days…but I checked onsite, Nova Scotia gives it from 1 day itself is that true?

4. Interim insurance: Do we need to take up interim insurance to cover for 90 days? Should that be taken that within 5 days of landing?

They only ask you to bring in as many dollars as you feel comfortable with and you feel you will need to bring, The rest should be in your account and must be available to you. Do not bring over $10,000.00. That is the max in cash.
If you are landing in Vancouver B.C., It will be appropriate to have an address in Vancouver. Not elsewhere in Canada. If you are landing, but not settling down there, then you apply when you decide to settle down in that province after finding a suitable place in Canada.
To obtain an health card, you should read about the required proofs, such as landing as an Immigrant in Canada, a secondary ID, a LOCAL address if you want the health card in that province etc., as published on their web site. Also they take pictures for most of these. S.I.N. Card is a very personal card. Except for Government and Banking, if anyone asks, you can refuse to furnish the numbers. So, have a local address for their mailing.
Insurance is optional, But the costs are so little for the initial 90 days, it will be well worth the expense. You can also obtain the same from anyone there in Singapore if you find it cheaper. Make sure that they stand behind their policies and have good record for the payments.
Your link for Nova Scotia is the correct one. You will have to read a second time to understand the same correctly.

In the post below you have mentioned ,max $ 10,000. My question; is it so even if one DECLARES whatever excess to 10,000 is carried at first landing, or is it mandatory that one CANNOT carry more than that in cash ? I am confused.

Thanks for the reply, but I am more confused after reading the information on CHC website and what you have mentioned. On the site it no where says this is the max ($10,000) amount you can carry in CASH, it only says you need to declare to Canadian official if you have more than CAD $ 10,000. Below is the detail of the same as on the website
