My scenario...
We landed on June 9 2005 and stayed back in Canada for 30 days. Our 3-year period outside of Canada will effectively end on June 9 2008. We booked our flight to Canada on 5 June 2008 to move there permanently. Now our newborn's visa application is still under process and further delays are expected.
My question are...
Will our 30 days stay in Canada work in our favour?
If yes, is it OK to delay our flight for about 20 - 25 days just in case?

You FIVE year count starts from the date of your prior landing and the issue of the PR Card. You will see the date on the reverse side of the PR Card.
Each one of you have to fulfill your 730 days, within that five year period. That is the requirement for RENEWAL and the same for an on going basis. You will be able to do it comfortably as per your calculations, provided you receive all of the travel documents for everyone ON TIME. You have to complete the journey too to get here.
Alternately you travel and land here and get settled first. If there is any delay in travels for the others who are following you, then, you can always quote that the delay in their receipt of their Travel Visa was the reason for their inability to comply with the 730 day requirements.
Air travel has become THE mode of travel and everyone is fully familiar with it. You need not have any apprehensions in your family joining you later.
So, you can now decide your next step to suit your requirements.

Return before July 9 and u should be fine.
If u come back after that, u may be allowed to enter but a removal proceeding will be initiated and in 6 months time u could be deported or asked to leave..
Only thing is be ready for a rude reception at the immigration counter as they do not like people doing this sort of thing.
