Can some expert please answer my questions.
My PR card was expired in June. Can I still apply for Travel Document? (My wife is a Canadian citizen and she is accompanying me in US). I've not lived in Canada for 730 days.
1 Where do I have to send the documents for Travel document? Following Link
shows 'Buffalo, Detroit, Los Angeles, New York, Seattle, Washington, D.C.' to send documents for Travel document but which address should I specifically mail the documents to?

2. After the application is mailed in how long it takes to get the Travel document?
3. Can I enter in Canada by Car using Travel Document?
4. When in Canada how can I process the PR card renewal through rush service?

Please call this number and explain the situation you are in and ask for the application kit and other details that you want to know. If you are early you will get the call responded faster. I'm not sure of the other points you asked but for point 2 "After the application is mailed in how long it takes to get the Travel document?"
It takes 2-3 weeks (maximum). I applied for my kids and we got it in 3 weeks. Unfortunately we did not apply from USA so no idea on US locations. You have to send this to your nearest location, for e.g. if you are in Texas, Washington will be closer or NYcity. The link you have sent has the mailing addresses of the Canadian embassy, please click on the city name and it will show you. I've pasted two addresses for you (for NY and WDC).

When applying for the Travel Document, CIC wants you to send the expired PR Card. Would they return it back after they issue the travel document?
I'm based in Tennessee so I think I can send the application to either NY or Buffalo.

I'm not sure but logic says no, they'll not return your expired card. Once a travel document is issued you'll need to re apply for a new PR card (to be sent on a Canadian address).
